Civil Engineer – Water Infrastructure Planning

This position is being posted at multiple levels (Engineer I, II, III) and will be filled at the appropriate level as determined by the qualifications, skills, and experience of the individual selected for the position.

As an Engineer on Colorado Springs Utilities’ Water Infrastructure Planning team, you will support the systems depended on by the Pikes Peak region. This system originates from snowmelt in the watersheds high in the Rockies consisting of the Arkansas Basin, Colorado Basin, and South Platte River Basin and is treated at 5 WTP and distributed throughout our service territory. In this job, you will work with a team of highly skilled engineers responsible for planning water infrastructure utilized in our potable and non-potable distribution systems, water treatment plants, and raw water systems. How you’ll make an impact in this job...

  • Evaluate and analyze potential solutions to water system challenges considering interdependencies and competing interests: contribute to and recommend best value improvement investments

  • Manage a variety of infrastructure-focused studies and analyses, researching and developing best practices, developing budgets, and estimating project costs

  • Conduct analysis and computer modeling of distribution pipelines, control valves, and pump systems – including partial and full pipe flow analysis - to aid in planning, design, and operations of water systems utilizing ArcMap, InfoWater, InfoSWMM, Hammer, PI, Power BI, etc.  

  • Conduct analyses of water systems to ensure the ability to meet the level of service requirements for raw water delivery and storage, distribution systems, and water treatment and regulations

  • Maintain projects of various levels of complexity in the areas of water resources and infrastructure planning, design, and operations for raw water, potable and non-potable water distribution systems, water transmission delivery, and water treatment

  • Support internally and externally executed engineering projects that include water infrastructure planning, studies, alternative analysis, design reports, condition assessments, failure analysis, operational testing, recommendations for improvements, permitting and stakeholder engagement

  • Support design and construction projects through technical reviews of engineering reports, designs, submittals, commissioning, and start-up planning documentation and implementation activities

  • Serve as an organizational resource for principles related to water infrastructure


  • An engineering degree (bachelor/master) from an ABET-accredited university is required (Civil, Environmental, or Mechanical preferred)

  • Engineer I - recent graduates and candidates with degrees received on or before March 2024 are encouraged to apply

  • Engineer II - requires 12 months of experience - EIT/FE is preferred or the ability to test within 6 months

  • Engineer III - requires a Colorado P.E. or reciprocity or the ability to test and obtain P.E. within 1-year

  • Experience in water and wastewater systems/infrastructure, planning, design, and analysis is desirable

  • The ideal candidate will have relevant experience in distribution system modeling, pipeline and pump station hydraulics, water/wastewater infrastructure planning and design, and open channel hydraulics
