Fountain Creek Watershed Project Manager

Colorado Springs Utilities’ Watershed Planning Group is seeking an experienced Fountain Creek Watershed Health Project Manager. This person will play an instrumental role in planning and managing projects and programs aimed at protecting and improving the health of our community’s home watershed – Fountain Creek. Comprehensive management of water quality, aquatic life and other watershed values in Fountain Creek is essential in Utilities’ commitment to deliver water to our community in an environmentally responsible manner. Effective watershed health management requires identifying and managing related risks and the development and use of strategic partnerships. Key Responsibilities:

  • Provide technical project management, environmental planning, and aquatic and riparian resource knowledge to develop, implement and maintain related programs and projects within the Watershed Planning Team.

  • Oversee and direct data collection, analysis and other program and project work related to Fountain Creek ambient water quality, including long-term trends, related permit commitments (e.g. The Southern Delivery System), and potential risks to operations and long-term water supply planning.

  • Develop and implement Fountain Creek watershed health assessments including water quality trend analysis, inventory changing environmental conditions, assess levels of risk, and develop and implement protection measures and projects to mitigate identified risks.

  • Identify and administer grant funding for watershed and natural resource protection and restoration projects; this includes developing grant proposals, overseeing contracts and projects, and producing related reports.

  • Provide technical expertise to other Colorado Springs Utilities programs and projects to improve natural resource protection and restoration within the Fountain Creek watershed.

  • Use Geographic Information Systems and other data analysis and visualization technology tools, e.g. the Geologic Survey R Archive Network (GRAN) to further develop Utilities’ program to assess and manage the watershed health conditions of Fountain Creek.

  • As the primary Fountain Creek Watershed expert for Utilities’ Water Resources Management team, develop, maintain and leverage positive relationships with external programs and agencies that help meet Utilities’ goals for water quality protection. Programs and related areas of interest include stormwater and drainage planning, land conservation tools and practices, non-point source pollution management, and land use planning and development.

What will it take to be successful in this position? The ideal candidate will offer a Bachelor’s Degree in Watershed Science, Natural Resources Science, or a similar field of study. A Master’s degree is preferred. Additionally, highly qualified candidates will offer 4 or more years of experience in the following areas:

  • Water resources planning, with an understanding of Colorado water law, and water quality and other environmental regulations.

  • Progressive watershed management, wetland, and riparian vegetation management, stream channel management, project management, and leading teams to accomplish the goals of the Fountain Creek Watershed Health program.

  • Watershed and stream channel restoration experience including condition assessment, restoration alternatives analysis, and project design, implementation and monitoring.
