Fuels and Purchased Power Manager

Energy Supply is looking for a Fuel and Purchase Power Manager who will provide leadership, management and direction for energy (power, gas, coal) trading and scheduling activities, energy settlement of financial and physical transactions, data analytics and post analysis, and overall department budget management. Your expertise and professionalism will contribute directly to the mission of supplying energy to our community.

Key Focus Areas:

  • Provide leadership and direction in the development and execution of power marketing strategic goals that align with the Company Energy Vision

  • Lead the Power, Gas, and Coal Trading teams in market operation strategies to minimize cost and maximize asset optimization while following established risk management policies and ensuring compliance with reliability standards and energy market requirements

  • Responsible for overseeing the settlement of power, gas and coal financial and physical transactions made by the company to ensure accurate and auditable recording of company revenues and expenses

  • Identify data analytics necessary to support the post analysis report out to executive leadership informing of financial benefit of off system sales and participation in the Joint Dispatch Energy Imbalance Market

  • Provide vision and direction on activities related to transition to the CAISO Energy Imbalance Market

  • Provide vision and direction in creating a gas hedging program

  • Provide leadership in the management of the department budget to include operating budgets and cash flow projections, including regular performance reporting and variance explanation and mitigation; this includes all expense contributors of Capital and O&M

  • Ensure business goals and objectives are established that complement overall goals and objectives of the Company; communicate, monitor and review goals and objectives on an ongoing basis to ensure they are consistent with the overall goals and objectives

  • Oversight of team to ensure compliance with all NERC, FERC, WECC compliance and training initiatives; engage necessary internal personnel and other regional generating providers in the development of programs, training, and procedures that ensure compliance with all applicable standards and requirements

  • Develop policies and procedures for trading processes in order to ensure optimization and compliance with established standards and regulations

  • Participate in, and coordinate with, industry groups, utilities and trade allies in the areas of planning, power marketing and gas marketing

  • Lead a multi-faceted team by making hiring and pay decisions, assigning work, monitoring deadlines, and evaluating performance; ensure succession-planning and employee development processes are in place; identify on the job cross training opportunities to continue to build the team’s business knowledge to better support the company’s marketing goals

What will it take to be successful in this position? Qualified candidates must possess a Bachelors degree in Engineering, Business or related field and/or have ten years of progressively responsible utility generating plant experience with at least 5 years’ experience in a leadership role.


  • Market experience in fuel commodities is required for this role; power is preferred, but minimally one fuel commodity is required.

  • Extensive knowledge of electric utility operations including power production, power delivery, and related fuel and power market operations

  • Extensive knowledge of WSPP contracts, Power Purchase Agreements (PPAs) NAESB contracts, and experience with market contract negotiations

  • Ability to build strong and collaborative relationships with both internal and external stakeholders

  • Excellent written and oral communication skills, including strong presentation skills and the ability to listen and respond effectively and influence others.
