General Manager – Information Technology

Colorado Springs Utilities is seeking a multifaceted strategic thinker driven to lead the Information Technology department for the betterment of our community. This General Manager reports to the Chief Customer and Corporate Services Officer and is an executive level at-will position. The GM will lead a department staffed with approximately 150 employees dedicated to this effort. The GM is expected to actively collaborate with Utilities’ executive leadership to enhance long-term Information Technology optimization strategies ensuring projects are appropriately prioritized, aligned, executed, and optimized consistently, and in accordance with Utilities’ strategic goals and objectives. The GM will motivate and inspire Information Technology Department employees to provide outstanding client service while actively managing the delivery of technology solutions.

Responsibilities include:

  • Lead Information Technology Support professionals to effectively supply technology resources to Colorado Springs Utilities including network, support, maintenance, database administration, applications servers, peripherals, storage tools, all computing devices, telecommunications phones, and other tools

  • Developing and implementing strategic business goals, plans, programs and initiatives for the department

  • Being accountable for the execution and coordination of IT strategies consistent with the mission, vision and values of Colorado Springs Utilities

  • Providing leadership by making hiring and pay decisions, developing performance plans, directing work, coaching staff and evaluating performance

  • Developing department budget including planning, directing and organizing operations of the department and overseeing processes and activities

  • Communicating department and Colorado Springs Utilities' mission, vision and policies while providing leadership through the effective implementation of programs, projects and business processes

What will it take to be successful in this position? Most people in this occupation would have completed a Bachelor’s Degree in Information Technology, Computer Science or other related fields (Master’s degree preferred). Ten years of progressively responsible experience as an Information Technology professional and at least 5 years of senior leadership experience also preferred. Additional experience and expertise with the following are desired:

  • National Institute of Standards and Technology (NIST) requirements

  • Experience operating within an IT Governance framework

  • North American Electric Reliability Corporation Critical Infrastructure Protection (NERC CIP)

  • Experience implementing Utility specific technologies such as Customer Care and Billing System upgrades, Asset Management systems and Work order management systems.

  • Experience implementing enterprise technology platforms such as Oracle.

  • Experience with contractor management and outsourcing to include experience analyzing and managing contracts with current and prospective vendors

  • Experience with Utilities industry structure and operations

  • Demonstrated ability to effectively communicate complex technical information, verbally and in writing, to a broad range of stakeholders
