General Manager – Supply Chain

Colorado Springs Utilities is actively seeking a talented individual to be responsible for procurement and contract service strategy, leadership, concepts and risk management to drive the best efficiency and effectiveness for the organizational supply chain.

Responsibilities include the evaluation of existing processes, procedures and tools to identify any gaps or areas of efficiency improvement. This activity will be followed by the successful implementation of these improvements, repeating in a culture of continuous improvement as the organizational supply chain evolves and matures. Starting from scratch, building the new Supply Chain team and managing direct reports. This leadership position will include all functions of procurement, contract services, warehousing, investment recovery and fleet management to include staffing, budgeting, management of day to day operational needs with a long-term focus on an established and efficient supply chain to meet organizational capital, operations and maintenance needs. In this position, you will work closely with our specialist teams, directing the procurement of all goods and services encompassing construction, information technology support, facilities maintenance and consulting services to meet our approved annual financial operating plan.

In addition, you will utilize your experience and expertise in the following areas:

  • Overseeing the facilitation of all supplier contract negotiations to include the documented review and execution of final agreements

  • Providing clear communication of the contract risks which are mitigated through proper contracting techniques

  • Building strong relationships to navigate large capital projects to include organizational information technology

  • Management of inventory and inventory processes to ensure cost savings and efficiency in support of the business needs

  • Developing strong engagement with project management for effective planning and project delivery

  • Leading change and effective change management

  • Developing and implementing successful long term strategic plans supported by specific actionable initiatives that provide results

  • Motivating, challenging and developing a staff of professionals, setting meaningful goals and priorities on both a team and individual level

  • Working with internal business partners to provide guidance and expertise on procurement activity; evaluating potential synergies with departments that are highly engaged in purchasing activities

  • Writing and reviewing complex contractual agreements for large construction projects, information technology products and services, consulting engagements and other services

  • Managing and developing supplier relationships and supplier performance

  • Maintaining and cultivating a positive “can do” attitude and strong customer service perspective

What will it take to be successful? We are seeking candidates with demonstrated expertise in governmental contracting and supply chain management with progressively responsible experience (typically 10+ years along with 5+ years in a leadership position is preferred). A bachelor's degree in business administration, management, or a closely related field is preferred and certifications such as CPP, CSCP, or CPSM are a plus.
