Information Technology Data Manager

Colorado Springs Utilities is looking to hire an Information Technology Data Manager to join our team. In this job, you will be responsible for the data section, which includes data engineering, database management, and data analytics functions. You will manage one or more supervisors or leads and will help grow the section to accommodate Utilities expanding data and analytics needs while leading the team in the planning, design, implementation, organization, and operation of the organization’s data systems and needs. This includes the lifecycle, maintenance, and enhancements of related systems. Compliance with all Colorado Springs Utilities (CSU) regulatory requirements is also a component of the position. Development and leadership of a new data governance structure and related policies, in conjunction with IT leadership, including recruiting, retaining, and mentoring staff, is an immediate requirement. Additional related functions may be incorporated.

Responsibilities...

  • Create and enforce policies for effective data management

  • Formulate techniques for quality data collection to ensure the adequacy, accuracy, and legitimacy of data

  • Devise and implement efficient and secure procedures for data handling and analysis with attention to all technical aspects

  • Establish rules and procedures for data sharing with upper management, external stakeholders, etc.

  • Support others in the daily use of data systems and ensure adherence to legal and company standards

  • Assist with reports and data extraction when needed

  • Monitor and analyze information and data systems and evaluate their performance to discover ways of enhancing them (new technologies, upgrades, etc.)

  • Ensure digital databases and archives are protected from security breaches and data losses

  • Troubleshoot data-related problems and authorize maintenance or modifications

  • Discover and oversee the integration of new technologies and initiatives into data standards, structures, and analytics

  • Recruit, retain, and develop staff for succession purposes

  • Establish clear expectations and measure delivery to ensure desired outcomes are achieved at both the project and individual personnel level

  • Conduct typical work associated with staff leadership (training plans, performance evaluations, and correction action, when necessary, etc.)

Who you are... The ideal candidate is well-organized, detail-oriented, and possesses good interpersonal skills. You will need to be effective at communicating with both technical and non-technical staff, Operational Technology leaders, as well as executives, translating business needs into technical solutions. This position includes a combination of operational activities, hands-on projects, strategic projects, team leadership, and infrastructure lifecycle projects (KTLO). This position will be expected to advocate data services and strategy throughout the organization.

We are also looking for the following skills so please make sure to highlight them on your resume/application:

  • Bachelor’s degree in computer science, engineering, and mathematics is preferred and a Master’s degree is a plus

  • 5+ years of experience managing multiple teams (Managing remote teams is a plus)

  • 5+ years of hands-on experience in database administration managing structured and unstructured data systems

  • Experience with AI (artificial intelligence) and preferably ML (machine learning) applications, and the ability to effectively engage these tools for the betterment of our organization

  • Excellent understanding of data administration and management functions (collection, analysis, distribution, etc.)

  • Familiarity with modern database and information system technologies

  • Experience with advanced data management solutions such as Informatica

  • Experience in data modeling and integration

  • Experience in cloud single and multi-tenet implementations

  • Track record in building strong, effective, high-performing teams
