Manager of Procurement
Colorado Springs Utilities is seeking a Manager of Procurement to bring strategic sourcing leadership and vision to our organization. In this job, you will report directly to the General Manager of Supply Chain, responsible for leading the creation and execution of complex sourcing strategies and spearheading the optimization of business processes, systems, and tools across the enterprise. You will lead $520m + indirect goods and services spend portfolio across all sourcing categories (e.g., Capital, Construction, Chemicals, Direct Materials, Fleet, IT, Professional Services, Logistics, and Facilities). You will be instrumental in driving the “total cost of ownership” savings and process efficiencies to ensure maximum benefit to our organization.
If you are a procurement leader, skilled in raising the bar on strategic sourcing methodologies, reporting, governance, knowledge management, communication across the business, processes, systems, and tools, we want to hear from you! In this position, you will share and implement sourcing and procurement best practices, working closely with the Supply Chain team on organizational strategy and design while leading the talent and capability development of the team.
What we need you to execute on:
Lead the transformation of our procurement function, rolling out and ensuring the ongoing success of a Strategic Sourcing Model exercised across our organization
Provide leadership and direction to a team of professionals including, hiring, talent development, driving engagement, and performance management
Drive the automation of sourcing and procurement activities utilizing Esourcing tools
Mentors and coaches sourcing and procurement associates across the enterprise in the achievement of their goals and objectives
Support the team in complex negotiations and critical issues (e.g., disputes that threaten continuity of supply, termination of major suppliers, suppliers causing late delivery of projects, etc.)
Ensure effective risk management and control of the supply base through robust contracts and monitoring of financial and other SLAs and KPIs
Establish, cultivate, and maintain relationships with key stakeholders to ensure understanding of their needs and to facilitate the appropriate level of challenge
Provide market and financial insights and inputs to financial planning and review processes
Promote culture of continuous improvement in supplier relationship management methods and deploy best-in-class supplier performance and relationship management programs
Provide leadership to cross-functional business partners to maximize and continuously improve “total cost of ownership” for indirect goods and services
Drive the identification and execution of revenue-driving efficiencies in line with the business strategy
Participate as an active member of the Supply Chain Leadership Team to drive strategy and deploy sourcing and procurement initiatives
What will it take to be successful? Highly qualified candidates will offer a bachelor’s degree in business administration, purchasing, logistics, supply chain management, or related field (MBA preferred), in conjunction with a minimum of ten years procurement management experience. Additional consideration will be given to Certified Professionals in Supply Management (CPSM). Enterprise resource planning (ERP) system experience such as Oracle or SAP is required, as well as advanced knowledge and practice using eSourcing tools.

Expertise in developing and implementing a strategic sourcing model, preferably for a municipality or government agency
Experience leading enterprise-wide change management initiatives
Organizational and strategic agility; demonstrating broad knowledge and perspective; ability to change direction quickly to achieve results which are in the best interest of the organization
Ability to articulate clear vision, create comprehensive work plans, demonstrate courageous leadership and deliver results
Ability to comprehend and interpret financial and regulatory information
Technology savvy and well-versed in financial analytics required
Skilled negotiator with the ability to influence and manage stakeholders at all levels
Ability to work and communicate effectively with all levels of the organization, including the ability to effectively present and discuss confidential information and respond to questions from leadership
Demonstrated leadership ability, confidence, and executive presence — ability to motivate staff
Proven ability to develop and implement policies, projects, processes, systems, and controls across the enterprise
Ability to exercise influence diplomatically and have a positive impact inside and outside of the organization
