Principal Engineer – Resource, Transmission and Distribution Planning

This job is eligible for relocation assistance to aid with the costs associated with moving to the Colorado Springs area.

Colorado Springs Utilities is actively seeking a talented individual who will offer expertise in the areas of energy resource planning and electric transmission & distribution planning. As the Resource, Transmission and Distribution Planning Engineer, you will be part of a highly-skilled professional team in the Energy Planning and Innovation section which is comprised of engineers responsible for integrated resource planning of the electric and gas systems which each serve over 200,000 customers. You will be responsible for the long-term planning of the electric transmission & distribution systems which comprise more than 3500 miles of conductors. Our mission is to strategically and collaboratively plan the future of safe, reliable, and competitively-priced energy for the citizen owners and customers of Colorado Springs Utilities.

Key areas of focus:

  • Lead/support our Electric strategic initiatives including Energy Markets and Transmission, Grid Modernization, Integrated Asset Management, Grid-Scale Distributed Energy and Storage, Sustainable Energy Plan and Comprehensive Integrated Resources Plan

  • Develop our Electric Integrated Service Plan by incorporating the Electric Integrated Resource Plan, Electric system plans, facility plans, program plans, and O&M plans into a comprehensive service line plan that aligns with our enterprise Strategic Plan

  • Develop the long-term Electric Transmission System Plan and Distribution System Plan to replace or upgrade system infrastructure, construct facilities to serve new customer loads, and to enhance the physical security of facilities as appropriate

  • Perform short and long-term transmission and distribution power flow, transfer capability, voltage and dynamic stability, and post-transient analyses studies

  • Work closely with transmission and distribution operators to ensure reliable operation of the grid developing solutions for operational problems such as voltage, overload, congestion management, etc.

  • Maintain and review NERC Operations and Planning Standards documentation for audit preparation, while also providing insight and input on future NERC requirements at the developmental stage

  • Provide design review on new distribution, transmission, and generation (conventional and/or renewable) projects. Integrate new and modified generation/substation configurations within and external to Springs Utilities. Provide technical expertise for associated metering systems and SCADA/AGC interface.

  • Identify areas requiring upgrades for capacity and voltage control

  • Ensure the safety and reliability of the bulk power system by developing and applying policies and procedures which comply with and supplement NERC reliability standards

  • Participate in Regional Transmission Organization Workgroups and travel to meetings that affect transmission and distribution planning and cost allocation

  • Evaluate new facility requirements and their impacts associated with new loads, generator interconnections, and power transfer capabilities

  • Support and educate internal stakeholders including management, Compliance, Operations, and other departments on the Bulk Electric System and distribution system concerns and complexities

  • Participate in regional planning activities with external groups such as the Colorado Coordinated Planning Group (CCPG), WestConnect and Western Electricity Coordinating Council (WECC) Committees

  • Document study results in technical reports as well as prepare Request for Proposals

  • Collaborate with stakeholders to improve forecasting methodologies as well as prepare for potential new large customers with specialized loads like data centers

  • Initiate, plan, develop, and implement system resource adequacy by participating in the long-term, strategic Gas and Electric Integrated Resource Planning processes

  • Perform electric system capacity expansion and production cost studies

  • Support the implementation of the Sustainable Energy Plan to achieve the goals of the Gas and Electric Integrated Resource Plans

  • Actively participate in the development and execution of the Energy Vision for Colorado Springs by working with stakeholders and providing technical expertise to develop strategic vision statements and objectives for the future of the energy services, while understanding and incorporating industry trends and customer expectations

What will it take to be successful in this position? A Bachelor's degree in Electrical Engineering is required for this position. Candidates should possess either Resource or Transmission/Distribution Planning experience. On-the-job training will be provided for additional skillsets needed. The ideal candidates will offer seven or more years of post-graduation experience within the energy industry or directly relevant field and have the ability to perform complex analysis, planning, and design functions. Experience using modeling applications such as ABB Capacity Expansion & Portfolio Optimization, Siemens PSS®E, Synergi Electric and/or ASPEN is desired.
