The Colorado Springs Utilities System Planning and Projects Division is seeking a talented Project Manager to assist with the delivery of multi-service (water, wastewater, electric, natural gas, and fiber optic) utility projects within the Division’s project and program delivery group. In this position, you will work with program managers, various program technical leads, and other project teams as directed to oversee and lead the delivery of small and medium-size multi-service utility projects (including various combination of water, wastewater, gas, electric, and fiber optic projects) typically ranging from $30k to $10M.
Key Areas of Focus:
Manage safety, schedule, scope, and budget for the full project lifecycle from planning through design, construction, and integration of the project with operations.
Collaborate with project engineering/technical leads and/or sponsoring functional managers to define project scope, objectives, milestones, resource requirements, cost estimates, performance metrics and deliverables
Assist in development of project plans, estimates, specifications, and schedules
Assemble and direct the work of interdisciplinary project teams
Interface with suppliers, contractors, and task specialists, including partnering agencies (i.e., City, County, CDOT)
Assure projects are executed in compliance with all applicable laws, rules, regulations ordinances, and codes and with Utilities policies, procedures, and standards
Manage projects utilizing the standard practices set forth by Utilities Project Delivery Excellence (PDE) Manual and perform record management of projects utilizing Utilities Project Management Software as a Service (PMSaaS)
Review Pay Applications and as appropriate, route for approval
Perform contract management including oversight of contract executions, amendments, and change orders
Draft Statement of Works (SOWs) and Request for Proposals (RFPs) and manage contract solicitations including document creation, pre-bid meetings, addendums, and contract award
Manage all facets of construction projects including safety, schedule, scope, customer satisfaction, submittal review and coordination, request for information (RFIs), work change directives (WCDs), potential contract changes (PCCs), and contract changes (CCs)
Perform permit and environmental coordination
What will it take to be successful in this role? Highly qualified candidates will have 4 or more years of professional-level Project Management experience, preferably in the utility industry. A bachelor's degree in Project Management, Construction Management, or Engineering, as well as certification as a Project Management Professional (PMP), are preferred.
