Colorado Springs Utilities is actively seeking talented individuals offering expertise in the areas of energy resource planning and electric transmission planning to join our team. We have three positions that we will be hiring for at either the Principal or Senior Project Engineer level.
The Resource and Transmission Planning Engineers are part of a highly skilled professional team in the Energy Acquisition, Engineering and Planning Department and report to the Manager of Energy Planning. The team is comprised of engineers responsible for integrated resource planning of the electric and gas systems which each serve over 200,000 customers and are growing. The team is also responsible for long-term planning of the electric transmission system which comprises more than 230 miles of 115kV and 230kV transmission lines.The team mission is to strategically and collaboratively plan the future of safe, reliable and competitively-priced energy for the citizen owners and customers of Colorado Springs Utilities. In this position, you will be working with a team responsible for:
Leading the development and evaluation of existing and future power generating resources, power plants, renewable energy, gas supply, demand-side management, distributed energy, and conservation programs
Leading the development of integrated master and resource plans on a twenty to thirty-year planning horizon for multiple energy disciplines including gas and electric supply and generation
Overseeing and performing electric system capacity expansion and production cost studies using ABB Portfolio Optimization and Capacity Expansion software
Leading the development of system plans for the Bulk Electric System on the ten-year planning horizon
Overseeing and performing power flow, transfer capability, voltage and dynamic stability studies using Siemens PSS®E and short circuit studies using ASPEN
Providing the business case and alternatives analysis with cost-benefit and risk evaluation for future projects
Participating in workgroups and traveling to meetings that affect transmission planning and cost allocation
Evaluating new facility requirements and their impacts associated with new loads, generator interconnections and power transfer capabilities
Maintaining and reviewing NERC Compliance Planning Standards documentation for audit preparation, while also providing insight and input on future NERC requirements at the developmental stage
Participating in regional planning activities with external groups such as the Colorado Coordinated Planning Group (CCPG), WestConnect, Mountain West Transmission Group, and Western Electricity Coordinating Council (WECC) Committees
Documenting study results in technical reports and system plans
Preparing Request for Proposals, Statements of Work and guiding/leading consultants for projects like Renewable integration studies, planning reserve margin analysis, and transmission studies for NERC compliance
Collaborating with Distribution and Smart Grid Planners to improve forecasting methodologies as well as preparing for potential new large customers with specialized loads like data centers or cryptocurrency miners

What will it take to be successful in this position? A Bachelor's degree in Engineering is required for these positions (typically Electrical or Mechanical). Candidates should possess either Resource or Transmission Planning experience. On-the-job training will be provided for additional skill-sets needed. The ideal candidates will offer seven or more years of post-graduation experience within the energy industry or directly relevant field and have the ability to perform complex analysis, planning and design functions. Experience using modeling applications such as ABB Planning & Risk and System Optimizer, Siemens PSS®E and/or ASPEN is desired.
