Resource and Transmission Planning Engineer

Colorado Springs Utilities is seeking a talented individual offering expertise in the areas of energy resource planning and electric transmission planning to join our team. The Resource and Transmission Planning Engineers are part of a highly-skilled professional team in the System Planning and Projects Division, reporting to the Manager of Energy Planning and Innovation. Our team is comprised of engineers responsible for integrated resource planning of the electric and gas systems which each serve over 200,000 customers and growing. We are responsible for short and long-term planning of the electric transmission system which comprises more than 230 miles of 115kV and 230kV transmission lines.

As a Resource and Transmission Planning Engineer you will:

  • Lead the development and evaluation of existing and future power generating resources, power plants, renewable energy, gas supply, demand-side management, distributed energy, and conservation programsLead the development of integrated master and resource plans on a twenty to thirty-year planning horizon for multiple energy disciplines including gas and electric supply and generation

  • Oversee and perform electric system capacity expansion and production cost studies using ABB Portfolio Optimization and Capacity Expansion software

  • Support the implementation of the Sustainable Energy Plan to achieve the goals of the Gas andElectric Integrated Resource Plans

  • Provide the business case and alternatives analysis with cost-benefit and risk evaluation for future projects

  • Prepare Request for Proposals, Statements of Work and guiding/leading consultants for projects like Renewable integration studies, planning reserve margin analysis, and transmission studies for NERC compliance

  • Lead the development of system plans for the Bulk Electric System on the ten-year planning horizon

  • Perform all short and long-term transmissionpower flow, transfer capability, voltage and dynamic stability and post-transient analysesstudies

  • Develop the long-term Electric Transmission System Plan to replace or upgrade system infrastructure, construct facilities to serve new customer loads, and to enhance the physical security of facilities as appropriate

  • Provide design review on new transmission and generation (conventional and/or renewable) projects. Integrate new and modified generation/substation configurations within and external to Springs Utilities. Provide technical expertise for associated metering systems and SCADA/AGC interface

  • Work with distribution planning groups to identify areas requiring upgrades for capacity and voltage control

  • Evaluate new facility requirements and their impacts associated with new loads, generator interconnections and power transfer capabilities

  • Work with the reliability coordinator and neighboring utilities to produce and validate power flow models for use in the operating horizon

  • Work closely with transmission operators to ensure reliable operation of the grid developing solutions for operational problems such as voltage, overload, congestion management, etc.

  • Maintain and review NERC Compliance Planning Standards documentation for audit preparation, while also providing insight and input on future NERC requirements at the developmental stage

  • Participate in regional planning activities with external groups such as the Colorado Coordinated Planning Group (CCPG), WestConnect, Mountain West Transmission Group, and Western Electricity Coordinating Council (WECC) Committees

  • Document study results in technical reports and system plans

  • Collaborate with Distribution Planners to improve forecasting methodologies as well as prepare for potential new large customers with specialized loads like data centers

  • Provide on-call support to system operators and respond to real-time system events which may include non-standard hours

What will it take to be successful in this position?

This position will be filled at either theSenior Project Engineer (IV) or Project Engineer (III) level, as business needs dictate. Well qualified candidates will offer experience, skills and abilities in the following:

  • A Bachelor's degree in Engineering is required (typically Electrical or Mechanical).

  • Resource and/or Transmission Planning experience is required. On-the-job training will be provided for additional skill-sets needed.

  • Qualified candidates will offer at least five years post-graduation experience within the energy industry or directly relevant field, and have the ability to perform complex analysis, planning and design functions. Experience using modeling applications such as ABB Planning & Risk and System Optimizer, Siemens PSS®E and/or ASPEN is desired.
