Senior Contracting Agent

The Senior Contracting Agent job is in the Procurement and Contract Services unit of the Planning and Finance Division. In this role, working within a multi-level contracting team, you will exercise a high degree of independent judgment and discretion in the development of recommendations concerning the appropriate strategic sourcing strategy, timing and impact of contracting, and purchasing functions. Senior Contracting Agents are directly responsible for negotiating and managing complex, high-dollar, high risk, and high visibility contracts; requiring substantial experience, knowledge, professionalism, confidentiality and business acumen. You will be responsible for exercising appropriate contracting authority to implement a variety of contract requirements, special provisions, and terms and conditions to ensure compliance with Federal, State, and municipal laws and regulations.

Key Responsibilities:

  • Negotiating contracts for software, hardware, support services, XaaS/cloud-based services, systems integration, and professional services and consulting engagements in support of a wide range of projects with strategic impact, including enterprise-wide and customer-facing systems and programs.

  • Managing complex, high-dollar, high risk, and high visibility solicitations, and leading the sourcing process, working with stakeholders throughout the organization to ensure selection of best-value suppliers through fair and ethical solicitation practices; strictly adhering to public procurement policies and procedures.

  • As a contracting subject matter expert, analyzing and interpreting complex contractual issues to develop and implement improvements in contracting, sourcing and procurement policies, processes, and legal practices in order to mitigate risk and resolve issues.

  • Leveraging intergovernmental and cooperative agreements and other resources available to provide internal stakeholders with flexibility in solution options.

  • Providing a high level of service by engaging with internal stakeholders through collaboration, training, and providing guidance regarding advanced contracting, supplier management, and risk mitigation practices.

What will it take to be successful in this position? Most people who are successful in this role come with a Bachelor’s Degree in Business, Contract Management, Purchasing Management, or a closely-related field. In addition, most will offer experience in Information Technology contracting or a closely-related field. The ideal candidate will offer a wide variety of experience with all aspects of strategic sourcing, contracting, and negotiations.

Additional knowledge, skills and experience desired: ( please detail any experience with the below on your resume ):

  • Ability to develop clear, thorough contractual language addressing technology requirements, information and systems security standards, compliance, service level agreements, and key performance indicators.

  • Familiarity with negotiation and management of complex Statements of Work, Task Orders, Change Orders, Amendments, and other contractual methods for the management of projects

  • Municipal (local or state) procurement policies and best practices
