The Procurement Department of Colorado Springs Utilities is seeking to hire an enthusiastic and positive professional to join our team as Senior Procurement Specialist. As an integral member of the Procurement team, you will be able to put your sourcing, contracting, and negotiation skills to good use as you support Colorado Springs Utilities, a four-service utility that provides water, wastewater, electricity, and natural gas services to the growing Colorado Springs metropolitan area.
Key Areas of Focus:
Negotiating contracts for engineering, and construction, to include alternative delivery contracts, and professional services and consulting engagements in support of a wide range of projects with strategic impact that benefit Utilities infrastructure needs
Mitigating organizational risk through the development of recommendations concerning the appropriate procurement strategy, timing, and impact of contracting and procurement functions in collaboration with stakeholders
Responsible for medium to high dollar and risk contracts; requiring a high level of professionalism, confidentiality, and contracting skills to include analyzing a variety of standard contract requirements, provisions, and terms and conditions to ensure compliance with Federal, State, and municipal laws and regulations
Managing complex, medium to high dollar and risk, RFx’s; taking the lead on the RFx process, working with stakeholders throughout the organization to ensure selection of best-value suppliers through fair and ethical practices, while adhering to public procurement policies and procedures
As a procurement subject matter expert, analyzing and interpreting complex contractual issues to develop and implement improvements in contracting, sourcing and procurement policies, and legal practices to mitigate risk and resolve issues
Providing a high level of service by engaging with internal stakeholders through collaboration, training, and providing guidance regarding advanced sourcing, supplier management, and risk mitigation practices
Who you are... a team player, who thrives on variety in your work and is passionate about sourcing, contracting, and negotiations. Ideally, you will have a bachelor’s degree in Business, Supply Chain Management, Contract Management, or a closely related field. The successful candidate will offer a wide variety of experience with all aspects of strategic sourcing, contracting, and negotiations for engineering and construction. We are most interested in your background with the following so be sure to highlight it on your application and/or resume:
Construction/Engineering sourcing and contract experience (current or previous)
Ability to review statements of work for legal and technical aspects, contractual language addressing engineering, alternative delivery construction, and key performance indicators
Familiarity with negotiation and management of complex statements of work, Task Orders, Change Orders, Amendments, and other contractual methods for the management of projects
Municipal (local or state) procurement policies and best practices
