The Procurement team of Colorado Springs Utilities is seeking to hire an enthusiastic and positive professional to join our team as a Strategic Sourcing Supervisor. As an integral member of the Procurement team, you will be able to put your sourcing, contracting, negotiation and management skills to good use as you support Colorado Springs Utilities, a four-service utility that provides water, wastewater, electricity, and natural gas services to the growing Colorado Springs metropolitan area.

In the Strategic Sourcing Supervisor role, you will manage a team of strategic sourcing professionals. You will be responsible to mitigate organizational risk through the development of recommendations concerning the appropriate strategic sourcing strategy, timing, and impact of contracting, and purchasing functions; focused specifically on information technology goods and services . Strategic Sourcing Supervisors are directly responsible for overseeing sourcing initiatives, requiring a high level of professionalism, confidentiality, and administration. You will be responsible for analyzing a variety of standard contract requirements, provisions, and terms and conditions to ensure compliance with Federal, State, and municipal laws and regulations. Experience and knowledge with government contracts and procurement policies are desired.

Key Areas of Focus:

  • Facilitate formal sourcing procedures for information technology goods and services , and awarding formal and informal bid contracts and purchase orders

  • Act as the single point of contact in providing leadership to the Procurement function for the enterprise; understand best practices in the sourcing function and to develop a strategy to implement these

  • Responsible for overseeing sourcing events, strictly adheres to procurement policies and procedures and compliance with fair sourcing practices

  • Ensure compliance with Federal, State, and municipal laws and regulations

  • Ensurep compliance to supplier diversity programs, including emphasis on local, small business, minority, veteran-owned, woman-owned, and other special class suppliers

  • Provides guidance to team members during the negotiation of commercial and legal terms & conditions

  • Leverage e-Sourcing tool

  • Respond to and develop solutions for inquiries and issues from internal customers

  • Advise internal stakeholders on proper sourcing method by evaluating factors such as: risk analysis, budget and cost and timing requirements

  • Analyze spending for the categories they are responsible for so that a pipeline of sourcing projects can be created and delivered

  • Partner with City Attorney’s office – Utilities Division to ensure consistency with the contract assessment process

  • Provide mentoring and counselling to the procurement function in the specific expertise of sourcing

  • Act as the accountable point of contact between CSU and key suppliers

  • Facilitate and oversee cost analysis, negotiations, and strategies to achieve cost savings

  • Act as subject matter expert, analyzes, and interprets contractual issues concerning policies, processes, and legal practices to mitigate risk and resolve issues

  • Evaluate supplier performance and reliability

  • Interpret and advise on contractual issues concerning polices, processes, and legal practices to mitigate risks and resolve issues

Additional knowledge, skills, and experience desired for this role-include on your application and/or resume:

  • Municipal (local or state) Procurement Policies

  • Experience with various sourcing events, which may include RFI, RFP, IFB or RFQ

  • Experience in various contract types

  • Experience with using e-sourcing tools (i.e. GEP)

  • MS Excel, Word, PowerPoint, Outlook, Web based communication tools

Who you are... a seasoned procurement professional with 10 or more years of sourcing experience working with internal and external stakeholders and a proven track record of success in building relationships within these groups. Procurement experience with information technology goods and services is required for this role. Additionally, knowledge of industry processes and regulations is preferred. A Bachelor's Degree in Business Administration, Management, Supply Chain Management, or a closely related field is required. An MBA, and certification(s) such as CPP, CPM, or CPSM are all a plus. Previous supervisory experience is highly preferred, but not required.
