This job is eligible for relocation assistance to Colorado Springs.
Colorado Springs Utilities' Information Technology Division is hiring an Enterprise Data Manager to lead our data management and analytics teams and initiatives. The successful candidate will have experience leading other managerial teams and their subordinates , and will develop and execute our organization's data strategy, ensuring data integrity, security, and accessibility. We are seeking an individual with extensive experience in data architecture, governance, and analytics, and who possesses strong leadership skills and a desire to lead teams of IT professionals in ways that drive engagement, collaboration, development, and business results.
This leadership role will also serve as the primary point of contact for internal business and vendor partners, along with overseeing staffing, performance management, and continuous service improvement. Furthermore, you will have the opportunity to build a strong technical culture around our enterprise systems that emphasize technical excellence, rapid iteration, strong security, and seamless user experiences.
Technical Responsibilities
Leading the development and implementation of both a comprehensive data strategy and an artificial intelligence strategy aligned with organizational goals
Overseeing the design, implementation, and maintenance of enterprise data systems and databases
Ensuring data quality, integrity, and security across all data platforms, including a centralized data repository to facilitate our organization's digital transformation
Leading data governance processes and ensuring compliance with cybersecurity and regulatory requirements
Collaborating with senior leadership and cross-functional teams to understand data needs and providing strategic solutions
Developing metrics, measures, and publishing the performance of provided IT services, and enabling continuous improvement activities in collaboration with stakeholder groups
Assisting with the preparation of budget for IT systems and services under the team's purview
Partnering with business stakeholders, vendors, IT management, and IT architects to provide a strategic vision and creating system roadmaps and business processes to support digital transformation
Supporting business needs, concerns, and expectations of stakeholder groups in planning and executing projects, meeting project requirements, and creating project deliverables
Balancing competing project constraints, including but not limited to scope, quality, schedule, budget, resources, and risks to accommodate the needs of each user
Developing and implementing strategies for disaster recovery and business continuity to ensure robust and resilient applications infrastructure
Staying current with industry trends and emerging technologies to drive innovation and continuous improvement
Leadership Responsibilities
Cultivating leadership and a culture of collaboration within the IT department, encouraging staff to lead projects with autonomy
Mentoring and coaching team members while providing feedback to foster career growth and development
Identifying and nurturing high-potential staff and future leaders through strategic succession planning
Demonstrating change leadership to inspire the team to adopt and champion new challenges and opportunities
Coaching supervisors on identifying and mitigating potential points of team conflict
Demonstrating ownership and accountability for team, departmental, and organizational outcomes
Communicating system changes and functionality to both technical and non-technical audiences across the organization
Prioritizing professional development and continuous learning through providing resources and support
Driving the analysis of workforce knowledge and skills required to effectively deliver on the organization's strategy
Who You Are
Demonstrated IT leadership experience through leading other managerial teams; experience in a Utilities or Energy sector is valued
Experience developing, leading, and/or influencing enterprise data management strategies and data governance strategies
Knowledge of data architecture and analytics
Proficiency in database management systems; Oracle and SQL Server are valued
Experience with data integration tools and technologies
Experience with cloud platforms is valued (e.g., AWS, Azure)
Knowledge of data visualization tools (e.g., Power BI)
Familiarity with machine learning and artificial intelligence technologies
Bachelor's Degree in Information Technology, Computer Science, or a closely related field is valued
